Article I
The Event, once opened, shall continue until such time as a Primary Combatant has been killed, disabled to the point of being incapable of participation, or has announced their surrender. All combatants agree to give quarter when the situation permits.
Article II
The killing or wounding of bystanders by direct or indirect action is strictly prohibited. If such deaths or injuries shall occur, the responsible parties will be made subject to prosecution by the appropriate authorities. Similarly, additional actions which may be considered felonies may be subject to prosecution by the appropriate authorities. Primary Combatants and Apprentices do retain the right of self defense against outside interference, and may exercise this right if the situation demands.
Article III
Engagements or pursuits which may involve schools, hospitals, places of worship, government buildings and locations deemed inappropriate by the hosting country and municipality are prohibited. Firing from or into such locations will make the responsible parties subject to prosecution for reckless endangerment by the appropriate authorities.
Article IV
Primary Combatants and their Apprentices must bear badges and credentials as issued by League authorities at all times. Badges must be worn in such a way that they may be readily seen by the public at large. Both badges and credentials must be made available for examination upon request by government and League officials.
Article V
The Contracts must be signed by the Primary Combatants and Apprentices in the presence of at least three witnesses. The Contracts must then be notarized by the appropriate officials.
Article VI
Once this process has been completed, the Event will begin at 12:00 PM local time the following day.
Mutual Combatant Terms
Apprenticeship
The League requires each combatant to take on an Apprentice to (theoretically) be trained as a combatant. The mentor can sponsor their apprentice for training programs and often agree to provide room and board. While engaged in an event, the apprentice may participate in support of their mentor.
Registration
Most jurisdictions require applicants to register with a central regulatory database and to undergo a screening process before being certified as a Mutual Combatant or as an Apprentice. Once registered, the combatant must sign up with a federation or union.
League / Federation membership
Membership comes in the form of indentured employment contract. In return the League will agree to arrange the forgiveness of any outstanding debts that the applicant may have and provide credit for training and basic expenses. The duration of indenture and the required number of events will depend on how much debt and credit is involved.
If the combatant terminates the contract prematurely, they will personally assume whatever debts they have incurred with the League or which have been forgiven plus interest. The only exception are for medical disability as a result of an event. Those combatants who become pregnant while under contract may break their contract and be liable for a reduced debt burden.
Combatants are encouraged to engage in self promotion, sponsorships and endorsements
Disciplinary Penalties
Yellow Card
- A Yellow Card is issued for infractions which occur in the course of an event or for misdemeanor offenses which occur outside of an event. Infractions are punished by fines and exposure to local prosecution.
Red Card
- A Red Card is issued for felony offenses committed inside or outside an event. Punishment involves the forfeiture of prize money, fines and criminal prosecution. In addition, the combatant will be suspended from competition for a set period of time, which will not be counted for the term of indenture.
Black Card
- A Black Card is issued for the most serious offenses. When issued, the League places a bounty on the combatant and declares an event for their capture or death. In extreme cases, the League may assemble a team of combatants into a death squad to pursue the offender. Black Cards may be issued at the Federation (regional) or League (global) level.
- Summoning. The Combatants are informed that they have been selected for a given event. They are given 24 hours to make preparations.
- Deployment. At noon, the Combatants are collected by League agents and taken to the airport where they are placed aboard luxury business jets which will fly them to the Event venue. They will not be informed of their destination or of their opposition. To reinforce this information blackout, the jet will not have any passenger windows.
- Arrival. The Combatants will be delivered to their initial lodgings, always a luxury hotel. Traditionally, they will be checked into separate hotels on opposite sides of their venue location.
- Acclimatization. At noon following arrival, the Combatants are allowed to explore the venue. Their travels will be covered by media and influencers in a reality entertainment format. Most of the attention will be devoted to the primary combatants while their apprentices are largely neglected.
- Face Off. At noon following acclimatization, the Combatants will be introduced to one another. The rules of engagement and terms of the event will be presented and approved. Following these formalities, the Combatants will be provided with detailed dossiers of their opponents.
- Opening. At noon the next day, the Event officially opens. The Combatants will be given periodic updates of their opponent's general location. For the duration of the Event, they will be subject to constant and comprehensive surveillance. The general public will be encouraged to provide videos and images of them with awards paid for noteworthy coverage. Both sides will seek assistance from the public in locating and tracking their opposition. Crowd sourced intelligence and geolocation will be given particular interest.
- Conclusion. The Event will continue until a Primary Combatant has been killed, captured, or has been disabled by injury.
